Buying guide
How overseas buyers buy property in Oman
What to know first
- Foreign freehold ownership in Oman is restricted to licensed Integrated Tourism Complexes (ITCs) — Yiti (home to The Sustainable City - Yiti) is independently confirmed as one of these licensed zones, alongside Al Mouj, Muscat Hills, Muscat Bay and Qantab
- No personal income tax on rental income — a genuine, structural tax advantage for this market
- A new market for this platform — single developer (a joint venture between Oman Tourism Development Company/OMRAN Group and Diamond Developers) and a handful of listings, so developer-ecosystem depth is genuinely thin here for now
- Independent press (Oman Observer, Gulf News, Arabian Business) corroborates The Sustainable City - Yiti as a real, ~$1 billion, government-partnered project with infrastructure reported well advanced as of mid-2026 — a stronger-than-usual independent corroboration for a platform listing at this stage
- Residency-by-investment thresholds here are reported inconsistently across sources and a newer, simpler route was just introduced (June 2026) — confirm current rules directly before relying on any one figure
The general process
- Confirm what foreigners may own in Oman and in which areas.
- Set your budget in OMR, including taxes, fees and currency costs.
- Shortlist areas and check the developer or seller.
- Appoint an independent local lawyer before paying anything substantial.
- Reserve, sign the contract, and pay through the approved channel.
- Complete registration, and take tax advice in both countries on any rent or sale.
The exact steps and order differ by country and by project.
Financing for foreign buyers
- Notes
- Most listings on this platform in Oman are pre-handover with no established resale/mortgage track record yet
Residency through property
- Programme
- Golden Residency (property route), plus a newer sponsor-free owner permit introduced June 2026 (Decision No. 87/2026) for buyers of land or not-yet-registered real estate units
- Timeframe
- Golden Residency terms are 5 or 10 years depending on threshold, renewable; the newer owner permit is reported as valid 6 months to 1 year, renewable
Taxes and running costs
- Income tax on rent
- Oman levies no personal income tax, including on rental income, for individuals

Oman property-linked residency rules changed again in June 2026 and published sources disagree on exact thresholds — reconfirm current terms directly with the Royal Oman Police or an official government portal, and capital-gains-tax/mortgage specifics for foreign non-resident buyers, before relying on the figures above. Consult an Oman-licensed tax/legal advisor before investing. General information, not legal, tax or financial advice.
